North Carolina Launches Its First Mail-In Voting for the 2026 Midterm Elections

    September 7, 2026

RALEIGH, N.C. / RankWire.AI/ – Voting in the 2026 U.S. midterm elections began as North Carolina election authorities started distributing absentee ballots, signaling the start of a nationwide electoral cycle that will determine power dynamics in Washington. All 435 House seats along with over one-third of the Senate are up for election on November 3, serving as a critical referendum on President Donald Trump’s second-term policies. The early distribution of ballots under North Carolina law officially shifts focus from campaigning to active voting across key battleground states.

US midterm mail-in voting begins in North Carolina today
Election board workers process paper mail in absentee ballots inside municipal election offices.

This initial phase of voting coincides with ongoing legal challenges in federal courts concerning federal oversight of ballot delivery procedures. In Boston, US District Judge Indira Talwani issued a preliminary injunction blocking a Trump administration measure that aimed to grant the United States Postal Service regulatory authority over mail-in ballot distribution. Judge Talwani determined that the proposed federal postal regulation governing ballot transmission was likely unconstitutional and unlawful, temporarily halting efforts to impose centralized screening frameworks on state election authorities.

According to North Carolina law, county election boards are mandated to start distributing absentee ballots 60 days before Election Day, making it the earliest state in the nation to do so. The process of ballot distribution is proceeding amid ongoing federal litigation, as the U.S. Department of Justice has petitioned the Supreme Court of the United States to reinstate executive order rules requiring states to share voter lists with a federal portal before ballots are handled by postal carriers.

Federal Court Injunction Stops Executive Order on Postal Regulations

Organizations advocating for voting rights, including Democracy Docket, have submitted legal motions opposing the administration’s proposed restrictions, arguing that the U.S. Constitution grants election administration authority primarily to state legislatures rather than the executive branch. Legal representatives for voting rights groups emphasized that changing postal verification rules during mail-in voting could cause widespread voter confusion and delay in county election offices.

Whistleblower reports submitted to federal oversight bodies raised concerns over the proposed United States Postal Service digital portal, warning that automated barcode verification might lead to processing errors if individual ballot envelopes fail digital scanning requirements. Officials from the postal service clarified that federal verification procedures are not currently mandatory and that postal workers continue to handle all properly postmarked election mail following existing statutory procedures. As North Carolina begins its mail-in voting process for the midterms, authorities are ensuring that all registered voters requesting absentee ballots receive the correct materials.

Postal Authority Reaffirms Continuation of Standard Processing Procedures

To obtain an absentee ballot in North Carolina, voters must submit an official request form, fill out their ballot in the presence of two witnesses or a notary public, and provide a photocopy of a valid photo ID. According to state law, all completed absentee ballots must be returned to county election offices by 7:30 p.m. on Election Day for them to be included in official counts.

Over the coming weeks, additional states will begin their mail-in voting and early in-person voting operations as nationwide deadlines for election preparations approach. Election officials across key swing districts are actively monitoring federal court dockets for conclusive rulings on postal regulations as ballot distribution ramps up nationwide. Registered voters can continue accessing official voting guidelines and ballot tracking through state government portals.
